Convert a time string to Julian day and seconds

INTERFACE:

    subroutine read_time_string(timestr,jul,secs)

DESCRIPTION:

Converts a time string to the true Julian day and seconds of that day. The format of the time string must be: yyyy-mm-dd hh:hh:ss .

INPUT PARAMETERS:

    character(len=19)                   :: timestr

OUTPUT PARAMETERS:

    integer, intent(out)                :: jul,secs
