Return the time difference in seconds

INTERFACE:

    integer FUNCTION time_diff(jul1,secs1,jul2,secs2)

DESCRIPTION:

This functions returns the time difference between two dates in seconds. The dates are given as Julian day and seconds of that day.

USES:

    IMPLICIT NONE

    integer, intent(in)                 :: jul1,secs1,jul2,secs2
